Record Higher Resolution Video with SelectCam
SelectCam is a new video-camera application for Palm OS devices. You can also set different quality levels and file size targets. The software will capture video clips to a memory card in any resolution the camera supports. Videos are encoded using the MPEG-4 Part 2 codec, which is more efficient than the H.263 codec used by Camcorder.
SelectCam v1.0 for Palm OS is available now with a free trial period. It costs $14.00 USD to register and is compatible with most Palm devices with a built in camera.
UPDATE: After speaking with the developer, PIC has learned this software will not shoot video clips in a higher resolution than the Palm Camcorder (352x288). Instead, the app allows you to shoot higher quality video by using a different codec and giving users more control over the various quality settings.

There was some misleading wording in the developers product description (since revised and clarified) that led me to believe it would shoot in larger pixel sizes. However it can not go higher than 352x288, but gives you much more control over the video quality.
Has potential
It DOES NOT record sound.
It records the video as mpeg-ASP. Basically the codec is the same as Divx 3. However, it takes time to write indexes and doesn't always do a great job with encoding on the fly.
The efficiency makes it clear that the application does not take advantage of the multimedia extensions of the xscale processor hardware.
In any case: I bought it, because I do hope that development continues. I find the camcorder application that is built in to be lacking.
But at this point, don't expect much from this. It has potential though...
