Not Sure about 'first'
Benk's (RIP) "Netbook" did this as I recall (I had the software and it yeah--it did sync your favorates to an application on your palm).
URLSync + URLSync Desktop did this 6 years ago
I'm sure this app has a few new extra features, but URLSync has been a constant on all of my PDAs for years. Too bad it got pulled by the developer. It was the only good PDAToolbox app I've ever seen...
We did this in 2000 already
First one? I do not think so

We dissolved the company and donated all the code into open source.
www.sync2it.com is one of the people who picked it up.

Can you tap a link in that program on the Palm and have it launch on the Palm's browser (such as Blazer)?
Not the first at all
Favogo has been around here for sometime. This app is able to do the same things plus more.... http://favogo.bsoft.nl
